A new clip from 2.6 "The Tower is Tall, but the fall is short"
gives a pretty hefty clue as to what's going on with Savannah.

Given that in this clip, dug up by the Sarah Connor Society, Savannah resists taking part in a photo shoot with "mommy" and is so frightened that she wets herself rather than get close to Catherine Weaver, odds are she's the human daughter of the real Catherine Weaver, who this Terminator murdered.
Poor little tyke.
