One 5-hour story for 2009
TV Guide has announced today that it went directly to Cardiff to get confirmation of the third season of Torchwood.  While scripts have been confirmed, apparently Torchwood will not have the usual 13-episode run.  Instead, a single five-episode story arc will be presented, possibly all aired in the same week as a mini-series.  What happens to Torchwood after that in 2009 or 2010 is as yet unknown.

This means that Torchwood will be following Doctor Who's lead: also in 2009, the usual run of Doctor Who will be replaced by five specials, although they are presumably going to be aired over a longer period of time.  Doctor Who will return to its regular 13-episode schedule in 2010 under the care of Stephen Moffat.  (Who will be the companion - or the Doctor - at that time is a matter of speculation.)

This leaves only the currently-filming Sarah Jane Adventures to be slated for a regular season during the 2009 season.

Another disappointment for Torchwood fans has been suggested by Torchwood TV, which claims that the second season Torchwood DVD box set will not contain any commentaries.  Perhaps they are trying to avoid the kind of controversy caused by the commentary on Doctor Who's "Last of the Time Lords," which was advertised and then not provided to the Region 1 market.  However, that's quite a loss to the fans who enjoy hearing the behind-the-scenes stories as stars narrate the episodes.  However, bloopers will be provided, which is something to look forward to!
